As the Culinary Union worked feverishly this week to persuade its members to support Barack Obama, a prickly question arose: What is the difference between tough political tactics and unethical, or illegal, intimidation?
Some Culinary members say they have felt intimidated by the pushy approach of some organizers.
But labor experts say a vigorous back-and-forth is the norm as unions work to spread the word of an endorsement -- and the tactics don’t cross the legal line of voter intimidation unless workers are threatened.
None of the Culinary members interviewed by the Sun claimed to have been threatened by union activists gathering pledge cards for Obama. Some, however, were told they would have to caucus for Obama, period.
If so, it raises the question of where a union draws the line between hard-nosed politicking and intimidation.
“One person’s intimidation is another person’s persuasion,” said Nelson Lichtenstein, a labor historian at the University of California, Santa Barbara.
Labor experts said that although member-on-member intimidation prevailed a half-century ago, it’s exceedingly rare today, especially in the context of a caucus, in which voters must show up at a particular place and time and publicly declare their support for a candidate. In other words, caucusgoers need to be highly motivated to turn out. Intimidating the voter pool would be counterproductive.
“That would be stupid,” said Peter Francia, a political scientist at Eastern Carolina University who has studied labor unions. “It would alienate the people you need to mobilize your political muscle.”
Organizers cross the legal line, experts said, when they threaten a worker’s union status or job security.
“Those sorts of practices, with the very exceptional outlier, are not common,” said Robert Bruno, professor of labor and industrial relations at the University of Illinois. “It would be deeply offensive to the labor movement if they were being practiced in such a high-profile event.”
Having endorsed Obama just last week, 10 days before the Nevada caucus, organizers are working overtime and making the hard sell. Some members -- including ones identified to the Sun by the Clinton campaign -- find the approach off-putting.
Take, for instance, the case of Ruben Beltran, a Culinary member and Clinton volunteer who helps set up conventions at Mandalay Bay.
Union representatives, he said, are telling employees they must caucus for Obama on Saturday, making it sound more like a demand than a suggestion. Beltran said workers feel intimidated because the union holds sway over their jobs.
“It’s intimidation because the workers are not knowledgeable,” he said. “They don’t know their rights.”
Beltran told the Sun he was not threatened, though, and plans to back Clinton.
Then there’s Maria Garcia, who works in the housekeeping department at Wynn Las Vegas.
Her complaint: A union rep removed a pile of Clinton fliers from the cafeteria and asked workers where they came from.
She said many members support Clinton and would be following their conscience Saturday.
Most troubling is the case of Sylvia Antuna, a cook at Paris Las Vegas, who said she was filling out a voter registration form in the employee cafeteria when two union reps approached her about Obama. When she told them she wasn’t sure about caucusing for him, one rep took her registration form, telling her that she couldn’t participate Saturday if she wasn’t supporting Obama. (Antuna is undecided.)
Marie Angers, a fellow cook, and her son, Matt DeFalco, a kitchen runner, said they witnessed the incident and engaged the organizers in a heated discussion. Angers is a Clinton backer.
Both said they saw one organizer hand Antuna an Obama pledge card, telling her she had to sign it to participate in the caucus.
In an interview, Antuna said she didn’t recall the pledge card, but said the incident was upsetting. On reflection, she said the organizers spoke broken English, adding that the incident could have been a misunderstanding.
Still, deceiving members about election rules is unethical, said Taylor Dark, a professor of labor and politics at California State University, Los Angeles.
“I would expect the union to be putting a lot of emotional and psychological pressure on members. That’s what unions do,” Dark said. “Passions are running high. But just because someone says they feel intimidated, it’s not an indication that they are being intimidated in a truly unethical fashion.”
Asked Thursday about allegations of voter intimidation, D. Taylor, secretary-treasurer of the Culinary Union, said members were having “vigorous debate” throughout Las Vegas.

The CWU, needs to realize that they don't run things in Nevada. A union worker should and WILL vote for Clinton if they want to. If other CWU members have a problem with that, they best keep it to themselves. I have made it clear I am supporting Clinton. If a CWU official told me otherwise, that official would be told simply to "shut up, and mind thier own buisness". If they still don't get the message, a good smack in the face should do the trick. Hillary will win NV, Obama will lose. Then Obama and his CWU bussies can go in the corner, cry, and suck each others thumbs.

Any individual union member should vote for whoever they want to, whether it's Obama (my guy), or not.
The problem is that the Clinton campaign, by backing and defending the Teachers Union lawsuit, which was filed by Clinton supporters, that was drawn up two days after the Culinary endorsed Obama, even though they'd AGREED on it in May of LAST YEAR...was an obvious, and despicable political move to SUPPRESS VOTERS.
If you want to vote for someone who will TAKE AWAY YOUR VOTE because it help them win power, vote for Clinton - the only candidate who's campaign is entirely funded by Pharmaceutical companies, energy companies and their lobbyists - who she promises FAVORS to if she's elected - which come out of OUR POCKETS.
We are tired of the Bush/Clinton dynasty.

The Culinary has crossed the line repeatedly. The fact that these voting sites were set up in work places dominated by one union crosses the line and is unprecidented.
I can't believe some union official has the gaul to say that unless workers are threatened, no one has crossed the line.
There are lots of other ways to intimidate and ensure that only Obama supporters get to the polls, which is exactly what the Culinary is doing.
Rather that intimidate members into voting for Obama, organizers should be stressing how Obama would be the candidate who could win over the moderates and independents needed to defeat a Republican in November. Hillary would mobilize Republican voters and make it very difficult for her to defeat McCain, Huckabee, or Romney.
Obama is much more progressive than Clinton, and yet he still appeals to many more Independents and Republicans than Clinton. If we want to get things done in DC, the right way, Obama is the one who has a history of creating the working majority necessary to accomplish it -- be it social security, medicare, a meaningful energy policy, enhanced natl security to real health care and a vibrant economy. Clinton's campaign continues to spread ridiculous and misleading information about Obama, which is just a signal that the old guard is threatened and is fighting for the position it feels entitled to. Long time loyalties to the family from Arkansas should give way to a true movement of change that isn't based on partisan politics. Vote your conscience. Vote Obama.

It wasn’t until after Hillary Clinton’s most recent visit to Nevada this Sunday that I noticed this, but as one of her donors based there told me, she was the beneficiary of a fund-raiser hosted for her at the local Four Seasons a month ago by two supporters named Brian and Myra Greenspun.
Brian Greenspun is the editor of the Las Vegas Sun, one of the city's two daily newspapers.
The paper disclosed its editor's political activity in an April 17 blog post that said that the Greenspun family, "which publishes the Las Vegas Sun, donated a combined $31,400 this year to the presidential campaign of Sen. Hillary Clinton." (Greenspun’s official title is “President and Editor.”)
Senators Barack Obama and Chris Dodd also received donations from the family, but, according to the paper, "Sun Editor Brian Greenspun is a close friend of President Bill Clinton, the senator's husband."
Given the fact that Nevada is going to hold one of the country's earliest and potentially most influential primary contests, that seems like a pretty useful friendship for the Clintons to have."

Pick apart the words all you like, but if that's not intimidation, I don't know what is.
I wonder if all this intimidation or whatever you want to call it is going to hurt candidates. If it were me and I had not yet decided who I would vote for and I felt intimidated by a supporter of a candidate I would more than likely vote the other because no matter what it reflects on the candidate.
No matter what happens Hillary, Obama or even Edwards in Novemeber yes Edwards we have a lot more states to go through I do hope that we support the candidate of this party as all of them have said they would. There have only been 5 states that have voted and they have not determined who wins the nomination there are 45 more to go, but the mud sligging is making it look like the states holding the elections are the last states that determine who wins. The big vote will be February 5th.

The Clinton's participate in dirty politics. Has anyone noticed that more and more it is "The Clnton's" and not just Hillary? I for one do not want to continue this Bush/Clinton dynasty. I would hate to think that the culinary workers are being strong armed instead of being educated about what is at stake in this election. Do they want real change or do they want a possible 4 more years of gridlock in the White House? Hillary is polarizing and Bill had total gridlock during his time in the White House. In the original story you posted about Antuna, you will see within your own story just how and through what mechanism the union will pressure members to skew the vote. Key:The union is the intercessor with the casino managers as to WHO goes to caucus.
You do show that Antuna kept maintaining that she was told she had to caucus for Obama or she wasn't going to be allowed to caucus

That's the crux of the issue...if you don't vote for Obama, you can't caucus. The union rep never backed off that stance in her encounter with Antuna.
Antuna trying to reregister as an independent itself does not in any way deny that Antuna stills agrees with Angers and DeFalco that the union rep still tried to coerce her. Antuna, in the Las Vegas Sun article, still maintains that the union rep said " she couldn't participate Saturday if she wasn't supporting Obama."
THE MECHAISM OF UNION CONTROL
The union may be able to determine who the casino managers let leave their shift to go caucus. The caucus takes up to 1-2 hours. Almost eveyone working there at that time frame is a member of the CWA. Not every worker can be allowed to caucus in that time frame....because the casino would just stop functioning.
So how do you actually get the time off to go caucus? Well the union intervenes with the employer, the casino, to let x number of persons to leave. It also seems the union could intervene in terms of who is allowed to go caucus.
Indeed from your original piece itself and the update it is clear just how the union is doing and in this case with Antuna backed off because it looked so bad.

So indeed it does seems the union controls who get to caucus because it intercedes with the casino as to who will be allowed to leave their shift to go caucus. And in this case, cited by you yourself, they decided that tolerance for different choices was better than acting like like Tammany Hall bosses. But the very fact that they did verify her status with the casino manangers tells you exactly how the union can pressure its members. the casino wants to get along with the union, so they let the union choose who can caucus. So those who have signed pledges for Obama get to leave and those for the other 2 may not be allowed off their shift.
Let me make it clear that if the union had endorsed Hillary I think this would be happening for her...but they endorsed Obama.
Nor do I think that if the union had endorsed Hillary that you would be satisfied with the the UNION INVESTIGATING AND CLEARING ITSELF.
He did not say Reagan was a good president. He simply said that he had a great capacity to bring people together.

How many of you making around $45,000 a year pay such a low premium. What health care program has Hillary created. She completely mislead the audience. Senator Orrin G. Hatch, a conservative Republican, along with Senator Edward M. Kennedy, Democrat, wrote the monumental health care bill in 1997. Hillary boasted bravely of her achievement that night, but she was not in office in 1997, she was the first lady at the time, and was wrapped up in the Monica Lewinsky affair.
Two, Barack Obama has had a fantastic career, even before his political office. He was an Illinois Senator from 1996 to 2004. I'm fairly shocked at the misinformation of this election cycle. I wish I could remain unbiased. But Obama's dedication to service, his consistency to fight on behalf of the interest of the American people cannot be ignored. A presidency under him would indeed be a win for the common man, and undoubtely would be a new era in Washington politics.
I'm afraid that under the Clinton's - If her current smear and suppress tactics are any indication - it would simply be more of the same Washington politics. I am voting for Obama because I beleive we do need a new direction for our country, and Obama is exactly the man that can do that.

Caucus for Barack Obama... do it for Nevada and do it for the rest of the country.
We do not have a monarchy system of government. Why should 2 families continue to rule us? No Bushes, No Clintons in 08. She voted for the war inIraq, but now she's against it, she voted for the Bankruptcy Bill that is causing many to have their homes foreclosed on, but now she has a plan to fix it. Sen. Obama had the opportunity to speak out against the resolution but remained silent. From the State Senate transcript:
"Is there any discussion? Is there any discussion? If not, Senator Rauschenberger moves for the adoption of Senate Resolution 342. Those in favor say Aye. Opposed, Nay. The Ayes have it and the resolution was adopted." [Pg. 26, Illinois senate transcript, 4/18/02]
In contrast, when a similar resolution came before the U.S. Senate in July 2002, Hillary voted against the resolution and issued a press release underscoring her opposition.

The CWU turnout strength has always been largely over estimated. They are with out a doubt the largest union in the state but their numbers get marginalized when it comes to registered voters because many of their members can not register. Clinton has more union members behind her nationally and in this state (including members of the CWU). The leaders of the CWU chose Obama but, at the end of the day, they could not force their members to caucus for him. The other unions who endorsed and turned out for Clinton today should be proud of themselves and the culinary union should listen closer to their members. Maybe even conduct a democratic vote.
