Boy who drowned in North Las Vegas identified

A second toddler in a week who died after being pulled from a backyard swimming pool has been identified as 2-year-old Emmanuel Alfredo Macedo of North Las Vegas, the Clark County coroner's office said today.
The coroner ruled the drowning accidental.
However, North Las Vegas Police detectives are conducting an investigation into the child's death, said Chrissie Coon, North Las Vegas Police Department spokesperson.
The police investigation into the toddler's death will "see if the circumstances would rise to criminal nature," Coon said today.
North Las Vegas police and paramedics were called at about 3:14 p.m. Monday to the 3100 block of Van Der Meer Street just south of Cheyenne Avenue after the 2-year-old was pulled from a pool, Coon said.
The child was taken to North Vista Hospital, where he later died. No charges have been filed in this case, Coon said.
On Jan. 13, an 18-month-old boy, Jordan Williams, drowned in a hot tub next to a swimming pool in the backyard of his day care center at 4731 Gunlock Circle in North Las Vegas. Another 3-year-old boy was pulled from the hot tub, but survived. The children were not related.
North Las Vegas police are still conducting a criminal investigation into that drowning, Coon said.

It's too bad water-boarding isn't "legal" anymore. A near-drowning experience might help to educate the people who allowed this to happen:
1. The day care operator with an unsecured pool
2. The inspector from Health & Safety or whatever Nevada agency regulates and inspects day care facilities
3. Nevada law makers if day care operations are unregulated or under-inspected
