This is the back of the Belmont Courthouse. These are jail cells that were originally inside the brick courthouse, but in World War II, the back wall was knocked down and the jail was yanked out and hauled to Gabbs. Some 50 years later, it was hauled back to Belmont and dumped after Gabbs no longer had a need for it.
