North Las Vegas, police supervisors get agreement on paper

Deal will save city $5.2 million over five years

North Las Vegas residents filled council chambers Wednesday, Aug. 3 for a meeting to discuss the city’s budget problems and the possible closings of recreation centers.

A tentative agreement between North Las Vegas and the police supervisors union is now in writing, according to union president Leonard Cardinale.

The two parties signed a four-year deal Tuesday night that will save the city about $378,000 in the first year and $3.9 million in total, pending ratification by both sides.

In the agreement, which the city said is valued at $5.3 million when including benefits that hadn't yet been awarded, the police supervisors union agrees to a 4.25 percent pay cut and will give back a 4.25 percent cost-of-living adjustment members received in July. Union members agree to forgo future cost-of-living adjustments through January 2014 and a freeze of holiday pay sell-back for August 2011 and February 2012.

The City Council voted last week to lay off 21 city employees and close recreation centers, projecting to save $4.4 million and balance the 2012 budget.

“During these difficult financial times we felt that the police supervisors should help out as much as possible,” Cardinale said. “We were motivated by the seniors and kids who need the recreation centers. That really motivated us to go beyond what we normally would go.”

As part of the agreement the city promises the union 40 hours of annual leave to be used within a year and 100 percent sick leave payout for PSA members separate from the city after 10 years of service. The city also promises not to privatize the North Las Vegas Detention Center through June 2015.

The city is still in concession negotiations with the Police Officers Association. City officials say concessions with both police unions will determine whether recreation centers will remain open.

The council will vote on the concessions at a special meeting at 5 p.m. Aug. 29.
