Nevada Democratic gubernatorial candidate Rory Reid says school districts, administrators, teachers and parents should have more freedom to develop educational programs and be held accountable for results.
Reid on Monday unveiled "The Edge Plan," his education reform proposal he says will lead to higher student achievement and prepare Nevada's work force for new technologies.
The plan includes rewarding teachers and principals who move to underperforming schools and using technology to give rural schools access to programs otherwise unavailable.
He also proposes a constitutional amendment revamping the state Board of Education from a fully elected board to one with some elected and appointment members.
