   Looking at the graph I can see how it would be easy to create a balanced budget for 2010. Just use the 2004 Budget. Roll back all of salary increases and eliminate programs created during the good times.

   The problem with current government is that during good times, money easily spent but in bad times, they can not reduce costs.
