Letter: Big entities seem to be biggest water wasters

Regarding Phoebe Sweet's Oct. 26 story, "A harsher reality ahead," an article on our pending water shortage: My wife and I relocated from Detroit (plenty of water) two years ago and adopted Nevada as ours from Day One.
We immediately removed our grass and replaced it with desert landscaping. We are careful with our water use.
Yet I can't understand why every boulevard median we come across, from Green Valley to Summerlin, has real grass that needs watering. It appears the biggest culprits are the large entities - local governments and large corporations - not the everyday consumer. When will someone do something about that?
