Much to nobody's surprise, Gov. Jim Gibbons has set up a legal defense fund - and, apparently, he has done it legally this time. The governor set up the new fund last week and had to abide by rules erected by the Legislature after he violated the spirit of federal and state laws in clandestinely setting up the first one. Unfortunately for Gibbons, the new fund, though it will be legal, will raise questions. Who will solicit the money and what interests does he or she have before the state? And who will contribute to the fund and what interests do they have? The fund may be necessary to pay his expensive D.C. legal team. But decisions Gibbons makes will now be seen through the prism of his defense-fund donors. At least by some people.
