StumbleLetter: Anti-smoking law is the law. Get it?

I moved here three years ago from Orange County, Calif . I wonder what Nevadans do when they are in California and are facing California's no-smoking laws.
Do they ignore them and light up in restaurants, stores, public buildings and some beaches? Or do they obey them? And if they obey them, why do they obey them there and not here?
What is so difficult about structuring a law that is not so difficult to understand?
