Gov. Irrelevant? Might that be a new nickname for Jim Gib- bons? From what I'm hearing from the capital, both houses believe they may be able to cobble together two-thirds majorities to pass out a transportation tax package. Yes, it is early as these things go - adjournment of the regular session is not scheduled until June 4. But consider this scenario: The GOP senators involved hope to bring Gibbons along for the ride. But even if the governor doesn't, they may help pass it, even if Gibbons threatens a veto. If he is content to just be Gov. No Tax, might he veto and then be quickly overridden? That would make him, thanks to the Gibbons Tax Restraint Initiative that mandates the two-thirds, Gov. Irrelevant. Love that irony.
