Letter: Carrying migration out to the extreme

I have an idea that maybe the United States should propose to Mexican President Vicente Fox:
Why don't we work out an arrangement with Mexico to have a complete migration change? That is, we Americans migrate to Mexico and the rest of the Mexicans migrate to the United States. This would be a real utopia for us considering they have the best climate, best beaches and an abundance of natural resources.
With this, we would bring with us all of the technology, ingenuity, skills and other knowledge that we Americans have developed throughout the years. These pluses could negate some of the present problems Mexico has, such as their corrupt government, an economy that does not work and an ineffective judicial system.
I do not know how a complete Mexican migration would work, although it appears this is their desire.
What say U.S. Congress and Mexican President Vicente Fox? Is this workable or not?
