Letter: Bush must have had his reasons for spying

It remains a mystery why President Bush chose to ignore the legal requirement to seek court approval before monitoring communications to and from American citizens, especially when such approval could be obtained readily, in a rapid and efficient manner. There are two possible answers to this mystery. One is that the number of such intercepts sought was so large as to give pause to the panel of judges authorized to grant approval. The other reason, even more ominous, is that specific individuals were targeted who might be better described as political enemies rather than disloyal Americans.
