Las Vegas City Council briefs for September 16, 2004

Decision on speed humps is delayed
Residents of Spencer Street between Oakey Boulevard and St. Louis Avenue will have to wait at least two more weeks before getting approval and $7,800 from the city to install speed humps.
The Las Vegas City Council held the item after a confusing discussion in which City Attorney Brad Jerbic said installing the humps would be illegal because the street didn't meet the city standard for humps, but Councilman Gary Reese wanted to install them anyway.
"We've done it before," he said. Jerbic then said an accident in which the humps played a role, would open the city to liability.
Public hearing set on redistricting
Hearing opposition to a redistricting proposal, the Las Vegas City Council Wednesday set dates for a public hearing on the idea, and the date for a final vote.
The council will meet as a committee of the whole to make a recommendation to the council on Sept. 27, followed by a regular council meeting on Oct. 20, at which time a redistricting proposal is scheduled to be approved.
John Moran Jr. spoke briefly against the idea, following up on a letter he sent to council in which he wrote that splitting his Ward 1 neighborhood, which had been together for more than 40 years, did not make sense.
The neighborhoods to be shifted from Ward 1 to 5 are just south of U.S. 95, which is the current boundary between Wards 1 and 5, from about Rancho Drive to about Rainbow Boulevard.
After the meeting, he said "there should be an aggressive effort by (city) staff to bring this to the public." He said it disenfranchises segments of the public when residents are moved between districts without a chance to discuss the issue. In his letter, he also questioned whether the move was political, as several people who have been considered potential candidates to run against Councilwoman Janet Moncrief have been drawn out of her ward. His is among those whose names have been mentioned, but he said he had no plans to run.
