The Public Utilities Commission, a watchdog for consumers, has decreed that we (the public) should again pay many millions of dollars to Nevada Power as compensation for inept management. The reasoning: Investors must be guaranteed a minimum return of 10.2 percent on any amount of money invested in the purchase of the utility's stock.
