Report: Improper city cash controls led to theft of money

Las Vegas city officials have released a report examining the firing last year of a senior analyst in the Planning Department who had embezzled thousands of dollars of taxpayers' money.

The report indicates that controls on petty cash were not followed, which allowed the employee to siphon off almost $8,000 over a four-year period.

The employee, who had a base salary of $79,500, was fired in April 2003, said City Manager Doug Selby. He would not identify her, but court documents filed in December name her as Christine Drew.

She pleaded guilty to theft and was sentenced to two years' probation and was ordered to pay the city back, according to the documents.

The city's review found that Drew had falsified 77 petty cash receipts totaling $7,695. Another 28 receipts for $2,460 were "highly suspect," but the auditor was unable to "substantiate their falsification."

Selby said no discipline would be taken against the Planning Department director, Robert Genzer, who in a memo last week wrote that he was eliminating petty cash from the department.
