More than ports from San Diego to Seattle were shut down today. So were contract talks between West Coast dockworkers and their employers after efforts to bring in a federal mediator collapsed. With today's negotiations canceled, union leaders were contemplating what their next step would be, Steve Stallone, a spokesman for the International Longshore and Warehouse Union that represents some 10,500 dockworkers, said.
