Is it possible that the insurance companies have learned from the Nevada Power debacle -- following last year's energy "crisis" -- not to trust that the governor or the Legislature will stand behind their words (written or spoken) for any liability cap mandates?
Of this fearsome foursome, only the insurance companies have resisted public comment. Smart players, aren't they?
