The seat opened up when former Judge Terrance Marren left to take a position as city attorney in Mesquite.
Other finalists for the post had included attorney Kendal Sue Bird of Las Vegas, and Arthur Ritchie Jr. of Henderson.
Voy was an Army attorney from 1986 to 1989, and then moved to Las Vegas to start a private law practice. He also has served as an acting justice of the peace and domestic violence commissioner.
