Ethics Commission won’t investigate official

Commissioners rejected a complaint filed against Carol Jackson, director of the Department of Employment, Training and Rehabilitation.
She was accused of having an improper meeting in her office in Carson City with her inmate brother, Danny Winder, who had a job with the state mail room.
Commissioners, however, decided their meeting was brief and hadn't been planned by Jackson, a 27-year state employee.
When the complaint was filed last year, Jackson said she was contacted by an employee with the mail room who told her he would bring her brother to deliver telephone directories to her office.
She said she asked the employee whether it was a normal part of her brother's job to deliver telephone directories, and she was told it was. At the time, Jackson said she didn't know her brother was an inmate employee at the mail room.
