LV man indicted in deadly accident

A 31-year-old man has been indicted by a Clark County Grand Jury on felony drunken driving charges in a North Las Vegas accident that killed an 18-year-old Cheyenne High School student.

Chief District Judge Myron Leavitt issued an arrest warrant and set bail at $100,000 Wednesday for William Rouw over the incident at Camino Al Norte and Rancho Del Norte, north of Craig Road.

Deputy District Attorney Gary Booker conceded that it was the victim, Theresa Schroeder, who entered the intersection in front of the truck driven by Rouw although he had the right of way.

Schroeder had heeded a stop sign but edged into the intersection where one lane of traffic had stopped although the second lane, where Rouw was driving, had not, Booker said.

Rouw's truck, traveling 52 mph in a 45 mph speed zone, hit the driver's door of Schroeder's Pontiac Grand Am and broke the woman's neck, he said.

Booker said that since Rouw's blood-alcohol level was tested at 0.18 percent, nearly twice the 0.10 level necessary to prove drunken driving, the issue of right of way was not a factor in filing charges.

In addition to the DUI charge, Rouw also was indicted on two gross misdemeanor counts of child endangerment because his two children, ages 4 and 5, were in the truck but not in proper child restraints.

Booker said that neither child was injured.

If convicted of drunken driving, Rouw faces up to 20 years in prison and must serve at least one year in custody under Nevada law.
