Ethics commission probes Sparks police chief

The complaint filed by the Sparks Police Protective Association involves the promotion of Sgt. William Brent Lee to lieutenant.

To be eligible to take the lieutenant's test last May, Lee needed 30 college credits. To meet that requirement, he registered for classes at Truckee Meadows Community College two months after the semester began and received passing grades in seven courses.

The classes were scheduled at the same time on the same days. But the chairman of the criminal justice department said Lee completed the work through independent study.

Dotson is a board member of the college's High Sierra Police Academy. In its complaint, the police union says Dotson is a key figure in the criminal justice department and that favoritism was used to promote his friend.

Dotson previously has denied the allegation, and said that Lee and two others were the most qualified candidates.
