Police said Marcos Garcia-Ornelas was killed Friday night outside the Mill Street complex. His age was unknown.
Police said Balerio Ruelas-Sustaita, 39, surrendered to officers just outside his apartment and later confessed to the shooting.
Police said the suspect shot the victim several times. A pistol was recovered near the suspect's apartment.
The 10:25 p.m. shooting is under investigation.
