The plan to be presented to the City Council on Tuesday calls for more lighting along the Truckee River, new signs, banners, landscaping and money to deal with nuisances.
While some work has already begun, the big push to spruce up downtown comes as the city prepares to host the U.S. Conference of Mayors in June.
