I see a parallel in Carl Icahn's attempt to gain ownership of the Stratosphere. Icahn, after he acquires the Stratosphere, will keep asking the city to eminent domain more and more land -- to save the Stratosphere.
Icahn is on a roll. He cannot lose. Give him all the land he wants!
