Roger McElfresh, the executive responsible for building the Venetian at the former site of the Sands, was charged in a criminal complaint filed by the Clark County district attorney's office.
McElfresh and dealer Laura Hernandez were arrested May 31 in the incident. Hernandez was also charged in the complaint.
Gaming control officers identified 113 possible criminal incidents over a period of time.
Prosecutors say Hernandez would turn up cards for McElfresh to see as he was playing blackjack at the Orleans casino.
