That's the thrust of budget spin -- a k a "talking points" -- that Assembly Republicans are circulating this weekend among members. Much of the document mirrors what Gov. Brian Sandoval said -- less spending than '09, payroll tax cuts -- and adds the argument that the Democratic tax plan was blocked.
Also: No prevailing wage or construction defect reform packages, but.....
