Legislative attorney: County has flexibility on social service spending, if someone else pays or they find more money

State lawmakers, perhaps trying to assuage their guilt for raping the county treasury to pay their bills, have been trying to persuade county officials they have more flexibility than to cut social services. So they had their attorney craft a legal opinion that may -- or may not (more likely) help. It is at right.
