The day after completing spring practice, the Pittsburgh Steelers signed three of their 2009 draft picks, including former UNLV running back Frank Summers, who the defending Super Bowl champs selected in the fifth round (169th overall) in April. Summers, at 5-foot-10, 240 pounds, projects as a short-yardage specialist for the Steelers, who released Gary Russell before the draft -- the back who played that role for them in 2008. In two seasons with the Rebels after transferring from Laney College, Summers, picked up 2,070 total yards and scored 20 touchdowns as both a rushing and receiving threat.

I thought being drafted mean you had a contract already.
Being drafted just means that the team that drafted you has the "rights" to you untill they decide they don't want/need you.........when the team feels you have something to offer, then you start contract negotiations.
Free agents can go and meet with various teams and possibly try to pick a team that they feel needs their type of player.
Sometimes for the later round draftees, it'a lamost better to be a non-drafted free agent, then you can pick and choose your possible situtation.
