I will not call our population idiots but alot of people here come from places where art is not valued. That could be a trailer part in Nebraska or it could be Mexico or it could be the Manila. Therefore there is no desire to fund an art museum.

Frivolous lawsuit. Every company I have ever worked for use this method of rounding. It allows people to clock in and gives them time to get to their job. So they are not actually required to work during that 7 minutes.
