As a person that comes to Vegas at least once a month and I have lines of credit at several hotels. I am responsible for what I lose and never lose more then I can afford. If you use casino money to play, you are responsible. It seems people are constantly looking for ways not to pay what they owe. GREED is the problem! A perfect example is the housing market, people bought homes using the off the wall financing and when they had to start paying higher interest and started going into forclosure, they expect the government to bail them out.
