NRS 598.0905 “Advertisement” defined. “Advertisement” means the attempt by publication, dissemination, solicitation or circulation to induce, directly or indirectly, any person to enter into any obligation to lease or to acquire any title or interest in any property.
--> My interpretation, a posted line for a wager is an advertisement to bet at that line.
NRS 598.0917 “Deceptive trade practice” defined. A person engages in a “deceptive trade practice” when in the course of his business or occupation he employs “bait and switch” advertising, which consists of an offer to sell or lease goods or services which the seller or lessor in truth may not intend or desire to sell or lease, accompanied by one or more of the following practices:
4. Refusal to take orders for the sale or lease of goods or services advertised for delivery within a reasonable time.
--> By consistently refusing bets at posted lines and offering unfavorable alternatives, the sportsbook is enganging in bait-and-switch tactics.

22.060 Acceptance of wagers
7. A race book or sports pool may not accept wagers on a race or sporting event unless the wager proposition is posted. Propositions may be posted by electronic or manual means, including printed media. If posted propositions are not updated simultaneously with actual changes to the propositions, an announcement, audible throughout the race book or sports pool, must be made simultaneously with the actual changes followed by updating the posted propositions within a time specified in the house rules.

By violating 22.060-7, my non-legal opinion is that they are also most certainly compromised on "bait-and-switch". Multiple documented instances would strengthen the case and clearly show abuse of their arbitrary rights of refusal as just a cover for bait-and-switch tactics.
