Practicing without a license is illegal. Whether his doctors were board certified or not is irrelvant. What is important is whether they were well trained and competent in their field. They could all be of Indian descent and still be outstanding doctors.
Neither licensure nor certification can guarantee the honesty of a doctor. It is up to the individual doctor to abide by the Hippocrates oath. Not all do.
