Lueck is correct.
The issue here is not that it was too late, as a matter of statutory law, to place Teuton's name on the ballot.
The issue is the expiration of the term, as defined by a superior document. The constitution.
Another appointment process must be conducted to appoint someone to the position.
Plain and simple.

Pay staff to sit on their hands while a contractor performs work staff can be doing? Money is going to BOTH. So, where's the savings?!
Savings only accrues in such a situation when staff is terminated.
If anything this shows that staff are over paid and something needs to be done about it. Like when thousands apply for a fireman's job should serve to prove the job pays more than the market will bear.
