Education is the ONLY way OUT of Poverty.
Putting trouble makers in special schools
gets them OUT of the Regular Classroom
so those that WANT an Education can get one.
Suggestion - Why not put Expelled Students in Online Schools and have a Parole Officer monitor their attendance and progress.
