I realize how people are worried about undocumented immigrants getting rebate checks, but making a Social Security number required for all household members makes it more difficult for people who are here legally too. There are many people who are in immigration proceedings to get their citizenship but do not have a Social Security number yet. I am in this situation myself. I am a citizen (my family has been here since the Mayflower) but my husband is still in process. If the SS for all family members is required, I won't get my rebate. I am doing my master's right now and I need that money to pay for school. I know of quite a few families in that or similar situations.
