First of all if OSHA wasn't so busy chasing after small farmers in SD, who are constructing dog houses in their back yard, maybe they could focus their resources where they're actually needed. This tells me they're intimidated by big money..
Secondly if these contractors aren't capable of delivering these projects in a timely manner, while maintaining a safe work site they have no business doing the project. The reason they were awarded the contract could very possibly be their competition had enough common sense to know it's not possible to deliver the project for X amount, with such a tight schedule. There is absolutely no excuse for sacrificing six lives on ANY project. In my opinion that GC should be removed from the project (possibly even put out of business) and award it to a firm that competent. I'm be nice...in Roman times it would have been eye for an eye.
