Interesting bait and switch from discussing "growth" to discussing sources of supply. If LV shrinks, the demand for water will as well. One way to do this (besides shooting poker players :) is to raise prices -- if it's too expensive to do business or live in LV, people will move to places where it's cheaper. Sorry -- the party had to end sometime.
I also disagree with the "essential domestic use and fire protection" segue. There are many, less emotional, uses of water that the authors are ignoring.
This hack job is not even worthy of a lawyer arguing his client's case -- it omits many important ideas in favor of selective "logic," misinterpreted "facts" and disingenuous "neutrality."

"Southern Nevada Water Authority has worked diligently to anticipate future water needs and identify supplies that can meet those needs half a century into the future."
How about working diligently to REDUCE future water needs by, for example, raising your water price below the LOWEST RATE in the WESTERN US? When your customers use 200+ gallons/each/day, you're going to NEED to take water from elsewhere. Why not just reduce consumption and go home?
