...Sec. of State Miller owes to the local election officials a list of which CURRENTLY SERVING OFFICIALS cannot become candidates again. Mr. Miller - it doesn't matter which CANDIDATE cannot run, it matters which OFFICE HOLDER cannot become a candidate. Challenging a candidate after they've filed?!? What a goof! Inform county elections officials which OFFICE HOLDERS cannot again file to BE a candidate. Sigh...

2) Miller's duty is to notify local election officials who is not legally eligible to be a candidate. Miller knows who's in office, who is no longer eligible to run, and who is in charge of accepting (or rejecting) candidate applications. To notify candidates who've filed is to close the barn door after the horse has departed. Silly man...

I saw SoS Miller on TV, saying he waited to see who filed to decide to challenge. He suggested this was the appropriate time. Sigh... CANDIDATES are not the persons not allowed to run, OFFICE HOLDERS are the persons not allowed to BECOME CANDIDATES. The Secretary's duty was to NOTIFY OFFICE HOLDERS they could not again become CANDIDATES. Failure to eliminate candidates has the net effect of denying due process to those who WOULD HAVE RUN, but for the belief that a sitting office holder would have been precluded from becoming a candidate. LIMITS attach to an OFFICE HOLDER - so, when the person is elected to their FINAL TERM - that's when notification should occur. Sigh...
