As horrifying as it is to watch *possibly* contaminated vials being used, the investigators COULD NOT stop the procedure because OTHER THINGS could have been happening to cause the hepatitis infections. Possibly WORSE clinical acts could have been in practice. Syringe re-use is criminal, but stopping the investigation at that point would be like arresting somebody for child porn and thinking you're done, but there's a cage full of children in the basement.
