It is the contractors responsibility and theirs alone to provide proper and in good working order fall protection (PPE) and give proper training to the crew members on how to use it. Until OSHA and,or insurance companies make it more expensive not to do the right thing they have no incentive to do so. To have a full time Safety Professional on all job sites as a third party is a proven way to reduce work place injuries.
