From my understanding of the Caucus rules, if you show up at a caucus site that is in your county but is not your "designated site," you will not be turned away and will be allowed to participate at that site unless you could reasonably get to your "designated site" in time to participate.
So their argument that these janitors that they are so concerned about are being disenfranchised is BS. They would not be prevented from participating in the caucus being held at the school that they just happen to be opening up as a caucus site. The party's intent with this rule is to maximize turnout and minimize any disenfranchisement. It was also their intent with the creation of "at large" caucus sites.
