Although I have no more information to go on beyond whats in the article at the time of my post. I can honestly say that without a doubt, tire failure of any kind on an automobile should never ever lead to an accident causing injury or death.

Should a tire fail, simply hold the wheel steady & resist the urge to hit your brakes..Allow your vehicle to slow to a safe speed before steering on to the emergency parking lane or side of the road..
