Endangered people
Isn't it funny that a 2008 paper can be outdated. As KeepNVStrong pointed out the article said that if no changes in water allocation are made we would have little or no water in storage after 2021. But luckily in 2008 the states using the Colorado River came to an agreement to not let that happen including shortage guidelines. This was all spearheaded by the SNWA and the first time the seven states came to an agreement to change the policies of the river.
I don't know where all of the other commenters live besides the one in Sweden but the rates have gone up annually in Henderson for about 10 years and Las Vegas has had their rates increase by larger margins just in the past few months. If rates were increased you would all be complaining that the water district was lining their pockets and there would be outcry to lower them (just like what is happening with gas prices). And I'm going to take a guess and say that the climate of Southern Nevada is a bit drier and warmer than Sweden which may account for some of the additional water used here.

NucEngineer - did you read the article you posted a link to? The first words quoted by the WMO scientist is that global warming continues. The second major comment is that last year was one of the sixth warmest years since records began in the mid 1800's.
