The program does have conditions, the program governs the residency of the participants. It is new and a work in progress.
The goal of the program is to transition “chronically homeless/disabled individuals”, as defined by the Department of Housing and Urban Development* (HUD), into society by providing housing, case management, life skills and support to do so. HUD adopted the Federal definition, which defines a chronically homeless person as
*“either (1) an unaccompanied homeless individual with a disabling condition who has been continuously homeless for a year or more, OR (2) an unaccompanied individual with a disabling condition who has had at least four episodes of homelessness in the past three years.” (Cited: HUD’s Homeless Assistance Programs Defining Chronic

A “disabling condition” is defined as
*“’a diagnosable substance abuse disorder, a serious mental illness, developmental disability, or chronic physical illness or disability, including the co-occurrence of two or more of these conditions’. Hopefully this program will help them do just that. It is designed to assist them with learning and in some cases relearning the skills they need to apply for a job and better their social skills. In a perfect world, there would be no one who becomes homeless for any reason. Not in this one. It is God's grace that pushes those who help others to become self-sufficient again. Jesus didn't hang out with the ruling elite, he walked among those striken with disease and sin to help them...come on board, you'll like yourself btter.
