I'm in NYC, we have all the taxes you could possibly want, and more. We also have all the same problems you have, and more. No matter how much they raise the taxes, they spend them, run out of money, and ask for more. All you'll be left with is a class of lazy, worthless, beggers who only suck at the government nipple.
Do whatever you need to keep your taxes as low as possible.
Um, doesn't Clark County have it's own taxing authority? If they don't want to make budget cuts, they could raise there own taxes. Why does they need the state to make up the shortfall. It's not like the bulk of Nevada's economic assests aren't in Clark County.
I also get very skeptical when on level of gov't goes begging to the levels above it for money.
To all those who disagree with what the letter writer had to say, I will point out one thing. Everything you could possibly want is a couple hour drive to the west. Feel free to go there and not come back.

Oh, Walter, you're just so wrong.
First, I believe at this point all toy guns are required to have some orange in them, to allow them to be ID easily by law enforcement, just to deal with the problem you state.
You are correct that all guns should be secured from children. What you're incorect about is the fact that this can be easily done. There are numerous products on the market to do this. One brand name among many is Gun Vault, which makes small safes that can easily and quickly be opened just by feel.
And a "high powered" (and oft bandied, ill defined term) firearm is a very prudent part of a home defense strategy. Home defense should be a layered setup. The weapon should be the last layer. But it's the only thing that will actually stop, instead of deter, a determined assailent.
Also, given the problems in society nowaday, it's a good idea to get trained, get a conceiled handgun license, and carry a gun wherever possible.
