Water wasters have to be punished...what better way than in their pocket. Why should I pay more for using less? After all I do my part,so should the water wasters.

WOW ...guess the house has to fall on the wicked witch of the west before Nevada wakes up.The writing WAS ON THE WALL many many years ago.If things are not stopped and reversed very very soon Nevada will have woes they thought never possible.
Start by laying down some very strict building limits and strict building codes.I would stop ALL building until further notice.
