A County Multi-Agency Response Team (CMART) conducts an operation at a neighborhood near Twain Avenue and Decatur Boulevard in Las Vegas on Wednesday, Oct. 10, 2012. Their efforts follow the “broken windows” theory: If a neighborhood can be kept up, it is less likely to have rampant crime.
