David Fletcher, center, a member of the Belle Fire Department, took off a day of work at his accounting job for the state so he could help distribute water at Riverside High School in Charleston, W.Va., after a chemical spill in the Elk River in Charleston shut down much of the city and surrounding counties, Friday Jan 10, 2014.  He said that earlier he dropped off some water for some of his elderly neighbors.
