Hugo Torres, the former mayor of Rosarito Beach, Mexico and an owner of a hotel there, is traveling the United States with a contingent from Baja California to promote tourism. Torres said even though crime fell to its lowest rate ever in Rosarito in 2010, U.S. residents still perceive it as a dangerous place.
