Mr. Smith is a hack for the Democrats. I am sure he gets his Progressive talking points on a daily basis.
His point is the republican are a ship without a captain or a rudder.
At least Reagan had been a governor (of California where the current republican governor is also pointless) before he became president, but Norm Coleman was an incumbent U S Senator who was defeated by a comedian who had never held public office. Norm Coleman and the republican held the state of Minnesota hostage (and without equal representation in the Senate) while they went through months of shenanigans - hoping the the case would finally make it to the SCOTUS which would rule in their favor - just like they did for Bush in 2000.
Gosh, I could get all this from skimming Mike Smith's cartoon.
Maybe you need a partisan (as in pro-republican) commentator at Faux News or a partisan (as in pro-republican) fat, glib Talk Radio host to explain it to you for you to misunderstand it.

Everything is cyclical. Nixon resigns in 74 and Reagan is elected 6 years later and by a landslide 4 years after that.
I lean right and pester Mike about his stuff from time to time, but he's right on the mark with this one.
